The name “Juvenile Contemplative Boot Camp” best suits the program because it is a description of the planned rehabilitation of the behavioral maladjustment exhibited by the enrolled teenagers. The program design encourages a conducive environment that enables young ones to meditate about their lives as facilitators work to help them understand the essence of responsibility and freedom (Juvenile Probation Department, 2018). The self-reflection period is packaged as a training seminar in which children are allowed to interact, engage in productive activities. Unlimited interaction among inmates, one-on-one session with rehabilitators and isolated session are all available to teenagers to ensure they understand the beauty of respect for the law, and the ugliness of juvenile delinquency. The program works in a similar manner like adult probation, and the only difference is that teenagers are under real-time surveillance and evidence-based counselling to ensure immediate intervention whenever anything is not working as prescribed by correctional officers. The behavioral improvement of teenagers is marked as scores to allow for grading of the best performing teenagers, and also to determine the right time to release individual young inmates back to society.

Guiding Values for the Program

The second value is effective strategic collaboration with all stakeholders of the juvenile justice system as an integral optimization of systemic success. It is meaningless to venture into a noble project like teenage rehabilitation single-handedly without the support of all stakeholder since the lack of their support will impede success while their contribution would certainly optimize chances of succeeding (Hoge, 2018). Formation of a strategic alliance with other agencies boosts resource mobilization, oversight and many other aspects of support. Teamwork makes it possible for the sustainability of the project since there are many different support systems like spiritual mentorship that would need the contribution of religious groups. The support of the local community is important to ensure they co-operate with program facilitators to identify the youth that needs to be enrolled in evidence-based interventions offered by the facility. The vision of Professor Schocken is to see a community of vibrant and productive youth in Israel.

The Mission Statement

JCBC provides rehabilitative opportunities to children who are convicted of juvenile delinquency crimes and involvement with substance abuse. The organization mobilizes resources from both the government and non-governmental agencies to facilitate correctional objectives of saving and giving meaning to the lives of young people threatened by both crime and substance abuse. The program seeks to empower young people who in ordinary circumstances, would be wasted. The youth correctional programs contain both specialist and volunteers, especially people with lived experience. The lived experience practice works in a similar way that Professor Schocken found effortless to blend and understand the youth under incarceration because he had been under similar circumstance.

The Main Goal of JCBC

The main goal of JCBC program is to conduct juvenile rehabilitation within the confines of public safety guidelines and produce quality professional commitment with excellent results of positive outcomes evidenced by character and behavior reformation in all candidates of the correctional program. The accomplishment of the goal needs a professional approach to enhance productivity (Juvenile Probation Department, 2018). A nuanced understanding of teenage psychology is integral in improving productivity and positive results. The programs must run in a way that does not compromise public safety, meaning it must work in close collaboration with the security apparatus responsible for the children. Teamwork is an integral part of achieving the overarching goal of this program since extensive expertise is needed from other disciplines. Prof Schocken works in close co-operation with the correctional facility in his country to ensure teenagers under his mentorship do not take an opportunity to escape their rehabilitation journey.

Principal Objective

The objective of the JSBC program is to achieve at least 80% success rate by ensuring ex-offenders under the mentorship program are not apprehended for similar crimes.  JCBC ensures that freed youth are taken for vocational training to acquire special skills or readmitted to school to further their education. The program has in place performance measure indices to ensure relapse does not occur. The success rate based on the ten youths under Professor Schocken achieved lasting rehabilitation from the manner in which he understood their psychology and molded them (Schocken, 2011). The teenagers’ transformation is a result of the inspiration from Professor Schocken and their responsiveness to mentorship that motivated him to quit his lecturing job as he volunteers to rehabilitate wasted lives of the young people in his native country Israel.

Strategic Approach to the Main Objective

JCBC should adopt strategic approaches to enable it to achieve its objectives. The performance measures help to monitor the success rate of evidence-based approaches to intervention. The organization incorporates professional affiliation to enhance the advancement of principles and values (Lussier,  Corrado  & McCuish, E2016).  JCBC conducts performance appraisals to foster productivity and ensure all employees get satisfaction from their jobs. Decision-making process is data-driven as a prudent way of boosting possibilities of positive outcomes. Effective communication, teamwork and collaborations, diversity and inclusiveness, are all elaborate structures initiated to maximize the limited resources to achieve the best results. Most importantly, the organization engages in critical analyses as a method of minimizing wastages and inefficiencies.

Program Outcome

The outcome of the JCBC program is to ensure that all the children leaving the facility should be able to understand the essence of their stay and develop a changed attitude to life. The transformation should be visible in the behavior of the teenagers when they resume their community life (Mears, Pickett & Mancini, 2015). The ex-offenders level of behavioral change should be a motivating example to all their peers under mentorship. After the first five years of a successful run of the JCBC, the rate of crime and substance abuse in teenagers should reduce by at least 80%. Not less than 90% of graduates should ever get convicted of any related offense in at least ten years from the day they are released from the program.

Outcome Evaluation Method

The method for evaluating the outcome of the program is conducting an analysis of the recidivism rate of the teenage ex-offenders on an annual basis to determine the effectiveness of the evidence-based interventions. This annual analysis of recidivism rate is important since it provides a database that enables facilitators to determine risks and protective factor indices for the youth in the local communities (Lovins & Latessa, 2018). A summary of the annual analysis of the percentage improvement in reduced vulnerability to social pressure is a data-driven statistical approach that provides empirical evidence of the progress the program is making. The guideline for data analysis of the follow-up data collected in the field must comply with intervention principles spelled out in the JCBC values. The productivity rate of the students detailing their performance in school and productivity in vocational courses is equally an important aspect in evaluating the outcome of the youth from the JCBC program.

There are two measures that the audit team would use to assess improvement for the program goals. First, the JCBC program facilitators would need to conduct a survey of prevention needs assessment as a measure to determine protective risk factors of the youth within the local communities. Second, there would be a well-structured Youth Outcome Questionnaire and in which the local communities and other stakeholders would be the respondents (Lovins & Latessa, 2018).  The design of the Youth Outcome Questionnaire is to collect data on the character and behavioral changes among the youth who have exited the contemplative boot camp. The psychological state of the youth ex-offenders is also an item in the questionnaire to help pre-empt possible cases of recidivism before they happen.
